However, this shouldn't affect your ability to do a Tiger install. Check the Tiger disc to insure it's clean and unscratched. You might boot Panther from your startup drive, load the Tiger disc, and copy it to your hard drive if you have the space available.

If it copies over properly, the disc and the drive are likely okay. Take Japamac's advice, disconnect your peripherals and do a PMU reset to clear your startup memory, setting it back to its defaults.

Insure that you indeed are using a Retail version of the Tiger install DVD, which is a black disc with a large "X" on it.
