The lack of an option for enabling VT in your bios strongly suggests that the problem is with your bios.

Do you have a Sony? Sony disables VT in the bios. Many people with different brands of motherboards have found it necessary to upgrade the bios before getting Windows 7 VPC to work. Have you done this? If you want to run bit guests, have you considered Hyper-V? It is a very high performance Microsoft virtualization platform that supports both bit and bit virtual machines. I love the new Windows 7 Virtual PC look, and it has moved along a lot - I use it when telling people why they want Professional or Ultimate edition of Win 7.
